29-50 years is a pretty big span. It would be difficult to reach that entire demographic in one single attempt. When you consider that the age group encompasses different generations and different genders, it might be better to incorporate a series of campaigns targeted at specific sub-categories. Men and women will have different interests and concerns, and so will people with families versus people without. Since this is a website for a city, you might want to focus on the idea that there is something for everyone. Each point that you make to support this idea should target a specific gender/age group. Typical points you may want to mention on a city website would be employment opportunities, housing and living costs, schools, public safety, parks and recreation, nearby attractions and transportation. I actually do the marketing and advertising for an agency here where I live. But when we go into a company to do their marketing plan and define the target audience, we get specific details. Thats what is really important. First, that is a large age span. I believe you will need to break it into separate groups. Then once you have those, you need to find out what exactly you are marketing. Is it actually a "network"? Like for these people to meet friends in their same city? Or is it a product, service or something else? If you are targeting the 40-50 age group first, ask the question, what are they doing? Most are still working, at least half of them are divorced and they are stuck in an everyday routine… There are so many ways to approach this, but you really need more info.
